Decorated sugar cookies need to be shipped with care!  I've shipped cookies in this tried and true method many times with great success.

Individual bubble wrap bags for cookies
A shipping box sized to fit your bakery box
Instructions to pack your box carefully
 
Not included:
Purchase of cookies.
Packing material to place between bakery box and shipping box.

Tape 
Shipping label
A guarantee that your shipper will not mishandle your box, resulting in damage.  (Sorry!  It's just not possible to guarantee that the shipping company will handle your box with the care it needs.)
